This is because that you have changed the permission of you <Public_html> folder or Password Protected your <Public_html> folder by mistake. You should NEVER password protect this <Public_html> folder and The Permission of you <Public_html> folder should always be 755. Please do not change any permissions on any of the folders or files unless you fully understand what they meant to do.
