1) For Unix accounts, permissions can be set through cPanel or FTP program.

cPanel > Files > File Manager > select folder/file > options shown(on top right corner) > click on 'permission'

FTP program > right click on the folder/file > property/permission

2) For Windows accounts, permissions can be set through the control panel.

Control panel > Files > select folder/file > set permission
